16/17 yr olds and full service UC.  Losing out compared with legacy benefits?

Usual apologies for missing anything obvious or if its been covered.

There are a set of limited reasons why 16/17 yr olds can get UC in full service area. Those rules are similar to those for 16/17 yr olds getting IS, IR-ESA, IB-JSA and CTC.

But, under legacy benefits, even if they didn’t satisfy those limited circs and so couldn’t get any of the above, they could have got HB or WTC.

In FS UC areas, they cannot claim such legacy benefits.

Does this mean that in FS UC areas those 16/17 yr olds who don’t satisfy those limited circs cannot get help with rent or wages?

If they are working and earning at least 16 x hourly minimum wage per week, they should be able to get housing costs.
