Can anyone make sense of this for me?

In the DWP guidance it says “If a non-dependent that lives in the property dies the claimant will qualify for a BRO if the non-dependent was part of the housing calculation. If their UC entitlement reduces as a result of the death it will not take immediate effect”
I thought the whole point of a ND is that they were not part of the calculation other than to reduce it by a ndd, how would the UC entitlement be increased by a ND?  Am I missing the obvious?
