URGENT HELP PLEASE

Pleas can anyone direct me to the guidance or what ever the jobcentre is using to justify thiese new rules

i went to a meeting with jobcentre management today, we have been sending ESA claimants who are appealing to the jobcentre to claim jsa and they have been put on the 13 extended sickness scheme, I have been told today that unless the cllaimant has a new condition they can’t go on the 13 week scheme. DWP staff showed me a document which they refused to let me have a copy of which they say is internal guiidance that tells them that the 13 week period is NOT to be applied to anyone who has failed the wca and is appealing that.
