Hello

Someone who reached 65 before 6/4/16 and would be entitled to PCS but currently missing out.  Are they prevented from claiming PCS under the new rules?  Or is it only those people who turned 65 after 6/4/16 who are prevented from making new claims?

No, as you long as you reached 65 before that date you can still claim.

You can still apply for Savings Credit on or after 6 April 2016 if you reach State Pension age before that date.
