Mayor of London: Advice in Community Settings Grant Programme

Access to good quality, free, and independent advice is a hugely important part of supporting people to escape or prevent financial hardship. However, an unprecedented rise in demand set against a backdrop of a decade of funding cuts to advice services means that far too many Londoners are unable to access the advice and support they need in their local communities.

This project invites organisations to either develop new partnerships or strengthen existing ones to respond to the needs of their local communities. It encourages organisations to work in partnership to deliver advice to best support their residents or the communities they serve.

The programme has two stages:

- Stage 1: Support partnerships between community settings and providers of advice. Between £5,000 and £7,500 is available for each partnership.
- Stage 2: Fund these partnerships to deliver targeted interventions to help families or individuals on low or no incomes to access advice and support.

The deadline for partnerships to apply to take part is 12pm, Friday 7 May 2021

The Fore Trust’s Summer Funding Round for smaller charities opens on 12 April 2021:

From 2021, The Fore is returning to its standard offer of grants of up to £30,000, which can be spread over up to 3 years. We make unrestricted grants which have the potential to have a transformational impact on an organisation ...

The Fore is particularly looking to fund small organisations working with marginalised groups and led by people in the community that may have found it hard to access trust and foundation funding in the past. We want to be different. Our funding process is specifically designed to level the playing field and give no advantage to those with fundraising experience or connections.

Any registered charity, CIC, CIO or Community Benefit Society with turnover of under £500,000 in the last financial year is eligible to apply.

Govt has announced that an additional £2 million is being invested in the Community Justice Fund.

Administered by the Access to Justice Foundation, the CJF is a joint initiative between Advice UK, Law Centres Network, Citizens Advice, the AB Charitable Trust, Indigo Trust, the Paul Hamlyn Foundation and others:

The extra money follows a £5.4 million government grant for the initiative last year. It will enable specialist organisations to further invest in technology to allow remote access to services through platforms such as Zoom and Teams, hire more staff and ensure their vital services remain available despite the challenges posed by the pandemic.

The move will also ensure a greater number of people can access support to resolve their issues more quickly, and away from the courtroom – helping to alleviate pressure on the justice system.

The Baring Foundation has launched a new funding round of its Strengthening Civil Society programme focused on supporting expert legal ‘hub’ organisations:

We are pleased to launch a new round of funding for expert legal ‘hub organisations’. The funding is designed to help hub organisations to scale their activities to enable them to work with more civil society organisations to challenge discrimination and disadvantage and create long-term social change.

This funding can be used to support hub activities which use legal action in all its forms – whether that is to empower individuals and groups, persuade public and private bodies, challenge government, or a mix of all three.

Large charities received more than a quarter of emergency Covid-19 government funding aimed at smaller community organisations, it has emerged.

Hundreds of grants from the Coronavirus Community Support Fund (CCSF) were awarded to charities with incomes over £1m, even though the fund was established to help small and medium-sized charities cope with the impact of the pandemic.

An independent evaluation of the CCSF by the polling company Ipsos MORI, published this week, showed that one in 10 grants were won by large charities, including some charities worth more than £100m a year.

The government has responded to the recommendations in the Public Accounts Committee’s recent report on the delivery of the £513m Covid-19 financial support package for charities and voluntary orgs.

The Committee’s recommendations related to -

- the need for the govt to take steps to monitor and understand the financial health and resilience of the charity sector;
- the need for more transparency in relation to the steps the govt took to ensure there was a clear distinction between impartial advice from civil servants on the allocation of funding and the political advice offered by special advisers;
- how the govt will judge the value for money it got from having contracted with a professional services firm to perform due diligence on applications for funding;
- the criteria the govt will use to assess the impact of the funding programme, both on charities that did not receive support as well as those that did.

The government’s responses are set out in the ‘Fifth report of Session 2021-22’ in the August 2021 Treasury Minutes:

35 full-time equivalent new welfare benefit advisers in Wales:

First Minister: ‘I fully agree with what Huw Irranca-Davies said, Llywydd, about the need to make sure that as many as people as possible in Wales are getting the help that is already there in the system, and far, far too many families in Wales miss out on the help that is there. We carried out a welfare benefits take-up campaign back in March of this year; it has resulted in hundreds of thousands of pounds in additional benefit being claimed by Welsh families, and we’re going to repeat that benefit take-up campaign at the end of this month and through the rest of the winter months. You’ve then got to make sure, as Huw Irranca-Davies said, that the facilities are there to deal with the extra demand that will be generated, and I’m very pleased to say that the Welsh Government is going to fund 35 full-time equivalent new welfare benefit advisers for advice Cymru so that the person power is there, when the campaign results in more people coming forward, to give them the advice that they will need. All those people will have been recruited by the end of this month, and they will be there to do exactly what Huw Irranca-Davies said, Llywydd: to make sure that we do more to help people to get the help that is still there, even as that really important strand in assistance is being taken away from them.’

Additional £3million funding to support council-managed community development and advice services announced in Northern Ireland:

‘This funding distributed by the 11 councils will target local need by working in partnership with the local voluntary and community sector to ensure the delivery of better, more responsive services and better outcomes for communities.

During the pandemic advice organisations on the ground have been crucial in providing emergency response to those struggling and their services will continue to be critical in assisting community recovery in the months ahead, particularly with the ending of Furlough and the £20 cut to Universal Credit.’

Investment of up to £300,000 will help support money and welfare advice services in some of Scotland’s most remote locations.

From the autumn, GP practices in 20 rural and 10 island communities will be able to refer patients directly to an in-house welfare rights officer for advice on increasing income, social security eligibility, debt resolution, housing and employability issues.

They will build on the work already being undertaken at nearly 150 GP practices in the most deprived areas of the country as part of the Welfare Advice and Health Partnerships programme.
