Transferring HMRC debt to DWP

This is the memorandum of understanding (dating, I think, from 2016) regarding the transfer of HMRC tax credit debt to DWP

This is guidance jointly agreed between HMRC and DWP

HMRC in ongoing discussions with DWP on what remaining debt from past tax credit claims should or should not transfer to DWP (these dicussions have been ongoing since at least June 2019 so it doesn’t sound like they’re very productive)

And this DWP response states that ‘The proposals under development on what remaining debt from past claims should or should not transfer, referred to by the Department for Work and Pensions (DWP) in the Annual Report of Accounts 2018/19, have not been finalised. Therefore, there is no written agreement to share.’
