MR delay in making a decision

My client submitted his MR for a contribution based ESA refusal 8 weeks ago. I spoke to ESA today and they say there is no time scale for making a decision , only option is to claim UC. Client can’t get UC, any ides on how to get an MR decision more quickly !!!

Are they perhaps an ESA claimant who can go straight to appeal without needing to do an MR at all?

Presumably the DWP will pay up with arrears once and only when the appeal ha been registered ?
