Isn’t it too late to amend the scheme rules for this year now? (See Para 5(2) of Sched 1A to the Local Government Finance Act 1992.)

Not to mention the consultation requirements.

The council have now published its 21-22 scheme https://www.oxford.gov.uk/downloads/file/7281/council_tax_reduction_scheme_working_age_april_21

On a quick scan through it appears the issues with the treatment of CTC has been resolved by disregarding CTC for claimants in Class D (those not in receipt of UC) by Sch. 4, para 61 (at p128).

The council have now issued revised CTR decisions and CT bills (I have only seen the 1st page of a revised CTR notice so far).
