HB overpayment, ‘official error’ and LA delay - HB Circular A24/2008 updated?

Circular A24/2008 is referred to in this context in HC v Hull City Council (HB) [2013] UKUT 330 (AAC) para. 27 (and Sandwell MBC v NK (HB) [2016] UKUT 140 (AAC) at para. 14 quotes this decision).

Is this Circular still applicable or has it been replaced by more recent guidance?

Thanks Charles as ever. I like the DWP’s guidance that a LA may classify an overpayment due to LA delay as official error or admin delay! Nice to know its as painful for the DWP up there on the fence as it is for claimants faced with an o/p!
