Is this just me, or is this getting really confusing - any guesses on how they will implement this?

Seems to open the door to people having to be returned to legacy benefits, similar to those who slipped through the SDP gateway when it existed?

“Repatriation” to legacy, until they can work out a transitional element that falls a bit short of their legacy entitlement?
Given the varying amounts and circumstances you might find in legacy the latter seems complicated to devise, but opening any big routes back to legacy runs counter to their policy intentions.

Do we have any idea how many people this might actually impact?
Sounds to me like it could affect a lot of claimants, but may be some restrictions that I’ve missed as I skimmed the decisions.
