Moving from temporary to permanent accommodation

I have a client who is currently in temporary accommodation. They currently get WTC and CTC and her housing costs are covered by HB. She will soon be moving to a Housing Association property. Will this be a change of circs to HB or will she have to claim UC? The move will be within the same LA area.

Change of circs - HB should continue.

This is not the same as a case where the claimant is already on UC while in temp acc - in those cases, the only thing allowing HB to be paid was the fact that it was for temp acc, as soon as you move to general needs HB is “trumped” by UC under Reg 5 of the UC Transitional Provisions Regs 2012.  But your client is not already on UC so there is nothing to suppress her HB after the move.
