16 hours per week @ minimum wage will remove the Benefit Cap when wages paid fortnightly?

A single Mother has taken on a job at 16hrs x minimum wage per week. She will be paid fortnightly and has been told by her Work Coach that the Benefit Cap won’t be lifted due to her payment dates. My understanding is that Universal Credit are now able to assume income received is for a different Assessment Period see RN 16.11.20 “Secretary of State may, for the purposes of maintaining a regular pattern, determine that one of those payments is to be treated as employed earnings in respect of a different assessment period’. What should client do to insist on this?

That only applies to people paid monthly.
