Shows the consultation process is important and must be conducted properly. 

The question now is - where does that leave them?

How much does someone get in CTR if they claim today?

What about someone who didn’t qualify under the unlawful scheme but would have under the old, now presumably, active rules?

Will they trawl claims? What about backdating claims for people who were told they didn’t qualify by other advisors or systems like Turn2Us?

Etc. Etc.

Presumably they default to the previous scheme that was in operation?
