How frustrating! In my experience, it depends on the Service Centre you speak to. I regularly speak to Belfast Service Centre without answering the security questions (relying on the explicit consent in the journal), but I noticed when helping someone in another area that it was a nightmare with Basildon Service Centre.  They were very insistent that we couldn’t proceed until I asked to speak to a team leader who accepted it but only once I’d read out what Owen referenced. I make a point of not answering the security questions even when I know them because claimants are told to keep them secure so it kind of defeats the purpose.
