Arrears of benefits as capital

Just wanted to double check, I know arrears of relevant benefits are ignored for one year but client has received £20,000 from DWP’s error in not assessing entitlement on move from cb ESA to ibESA correctly.  Wanted to check this is not treated differently in any way.  Thanks

ESA Regulations 2008 Schedule 9 paragraph 11(2) covers payments of arrears made due to official error and error on a point of law for capital disregards on payments over £5000: http://www.legislation.gov.uk/uksi/2008/794/pdfs/uksi_20080794_310319_en.pdf#page=209
