In Work and Pensions questions Will Quince has confirmed that just under 80 claimants are on the pilot with ‘around 13’ having migrated onto UC -

Not 13, but “around 13”. They can’t be sure of the exact number. They only have one person counting, and they haven’t been able to remove their socks because their fingers are all busy.

Putting that aside, if we assume there are only 2 million claims to migrate then the delay until the rollout starts will seem positively rushed by the time it finishes in the 75th millennium.

At least they will be able to concentrate on getting UC done after Friday.

That made me laugh!

If you look at the recent “coffee bar” decision and try to imagine rolling that shambles out over 6 million couples / families with children….

I have regularly lampooned the idea of a pilot in Harrogate. I know it and Bettys cafe too well. The LHA is higher than in York and the average price to buy a property in H is a mere £370,000 (Zoopla).  If I drew up 1000 places to stage a pilot….Harrogate would not be on my list.

Maybe this reflects it is genuinely a very difficult task to manage the migration safely with consent.

In summary you start with a qualitative approach, talking to claimants and their advisers about how they respond to various approaches. Then when you have a workable model you add volume so you can derive data. That’s always been our plan as we have explained to stakeholders (1)

It’s really important not to rush the 1st phase.  Untested assumptions will come back to haunt you later. Some commentators think we are already at the 2nd data stage.  But we aren’t, as our answer to the Lords PQ explains. You go slow and that allows you to go faster later. (2)

Not seeking numbers right now; seeking knowledge. Right now volume would impair our ability to do that. At Xmas we were almost exactly at the number of cases we wanted and the learning is as rich from those who do and those who don’t elect to move.  Need to understand both groups

Yes, but when the scheme is imposed on millions of claimants they won’t be able to ‘elect’ not to move.  Not sure what is being learned here.

And did they really plan all along to migrate just 13 people? Can they prove this?
