Rent with bills included- what can be paid by UC?

My client is a private tenant in shared accommodation. Her rent includes utilities.  UC asked her to get a landlord to provide a breakdown between core rent and utility charges. She desperately does not want her landlord to know she is claiming benefits.
Are these utility bills service charges?
I looked at the regs (Sch 1, para 7)  and I am not sure.
Can you help?

There was another post on this recently. It is complete nonsense. There is no need to differentiate between core rent and charges in a private let because it all just falls under LHA.

Funny story here; for few days I was trying to say “Thanks Elliot” but Rightsnet kept refusing to accept my post. So I emailed Shawn who explained that Rightsnet does that when people are trying to post identical message.
