Council tax discounts and exemptions for mental illness

My client receives 25% discount due to him having a mental health condition, his wife has now asked if she as is main carer would qualify for help has well, giving them a 50% discount.
The local authority website states the following and this what she has picked up on.
They have to much capital to claim a discount benefit wise.
Hope this makes sense.

“If your property does not qualify for an exemption, a 50 per cent discount may be awarded instead if all the adults of the property fall into one of the special categories for Council Tax. These special categories include people who have an enduring mental illness, carers, youth training trainees, apprentices, students, student nurses and 18 year olds for whom child benefit is payable”.

No, you cannot get a carer discount if the person you care for is your partner or dependent child.  I suppose the policy thinking there is that the family would live in the home anyway irrespective of the caring situation, whereas a carer for a grown-up child or someone not related at all is more likely to be living in a household set-up that they would not otherwise have chosen.  But whatever the reason, the further discount doesn’t apply in this case.
