Failing HRT

Dear all
We have a client who is Spanish entering the UK since June 2016 -  they have been working for 12 months until july of 2017 - part time . Their work started from mid June 2016 until end of July 2017.
They stopped work because they fell pregnant - in feb 2018 was in receipt of maternity allowance .
Meanwhile they were in receipt of child benefit tax credits and housing benefit and council tax reductions .
Now they live in temporary accommodation they moved borough and they were asked to apply for universal credit instead -;claims they have made but it was refused as they did not pass HRT. Their mandatory reconsideration was also refused .

We believe they have retained worker status but any further help would be appreciated

They are single parent with 3 children under 4yrs old

Their housing benenfit from Lambeth it continues ; CHild benefit as well.

They have no other income .

Couple of questions. Is it the first child who was born or are there other children? How did she support herself between work ending and Mat Allowance kicking in? Did she leave work due to pregnancy related illness or something else?
