DHP refused because earned income results in loss of housing element of UC
we are being told that DWP have told the LA that they cannot allow a DHP if there is no shortfall in HCE. This is currently under discussion after pointing out that the DHP guidance makes no mention of this, and only indicates an entitlement to HCE and in fact, specifically mentions that it can be used if claimants are struggling to meet HC as a result of income taper.
