Universal Credit in Northern Ireland and the Rate Rebate

In Northern Ireland people who are in receipt of Universal Credit must claim a Rate Rebate, which is the equivalent to Council Tax Reduction, from Land and Property Services. Does anybody know if a person earning less than the UC work allowance will have their Rate Rebate reduced? Or if a UC claimant with no work allowance who has earnings will have their UC reduced by both 63p in the £ and have their Rate Rebate reduced as well.
Any links to detailed Northern Ireland guidance would be most welcome

Not an expert, but it seems earnings up to half the work allowance are ignored, and above that the reduction will be reduced by 15%. See here (in particular, paras 3 and 7):

EDIT: I missed the second part of your question. If the claimant has no work allowance, then both tapers will apply, but the rates taper is applied to the net amount, so will effectively be only 5.55%.
