Refusing to provide any form of interpreters

What can be done when an organisation providing support services refuses to make any provision for different languages - the clients include recent refugees, the organisation is refusing to pay for language line or interpreters.
To me this seems a case of direct discrimination against a group with a protected characteristic, in this case race.

Clearly a case to be answered albeit that this is an approach being taken by many organisations in our sector. You may need an individual to step forward in order to pursue an effective case though.
