Decision makers in jobcentres making sanction decisions??

PCS union in its Update on UC staffing campaign today says -

Existing UC decision makers in Jobcentres currently carry out some Fail to Attend decisions.

- and goes on to say -

DWP have notified us of a trial which will involve these decision makers making all sanctions decisions.

I wasn’t aware that there were decision makers in the jobcentre - is this the case generally? And are they making some sanction decisions?

A lot of the FTA decisions were made in JC’s when I worked there up to 2015 but we weren’t allowed to admit it.

Spotted this update in government response to Work and Pensions Committee report on benefit sanctions (at para 85) -

There are now Decision Makers within 40 Jobcentres across the country in addition to those located in service centres that deal solely with Failure to Attend sanction referrals. By locating these additional Decision Makers in Jobcentres, the Department aims to strengthen communication with work coaches making referrals.
