UC & NDD couple with a child

Hi everyone, sorry if its been posted before.
The scenario is, 3 Siblings living in the same property.
Tenant will have living with him;
1 x Non Dep brother under 21,
plus, sister and her partner with a child under 5.

I can find the rules around NDD for the younger brother and if the sister was living there with her child. I cant find explicitly if there is anything to say that the couple with child under 5 will have any NDD applied to them.

Does anyone have any ideas

UC Regs 2013 Sch 4 16(i): no non-dependent deduction for a person who is responsible for a child under 5 years old.

There is no such thing as non-dep couples in UC: each adult non-dep aged 21+ potentially attracts an HCC.  Only one member of the couple with the child will be exempt by virtue of having a child under 5.

Thanks for the responses.
I understand no NDD for a person who is responsible for a child under 5 years old, but it was the couple query that threw me.

Which is why they get a bedroom each.
