WRAC or transitional protection?

I have a client who was migrated from Income Support (due to incapacity : yep theres still some left) in may 2017 to ESA and failed WCA. Appeal heard last week,and allowed, and placed in WRAG. As her esa claim started after april 2017 will she qualify for work related activity component? Seems unfair if not, as its not her fault DWP took forever to move her on to ESA. If no WRAC then would Transitional protection apply? Thanks

People transferred (when was it meant to be finished?) from IB to ESA after april 17 can still be paid WRAC
