Benefit entitlement while liable but absent

I have a client who had a tenancy agreement until end july 2016

He had to move out 2 months earlier as he was experiencing violence and assault.

As the tenancy was still in his name and no other tenant moved in the LA want 2 months council tax paid in full

As the tenancy agreement was still in force he had a material interest in the property, so i believe he was liable

He moved to a different LA so he wasnt getting council support from the SAME authority at the same time

I believe he is liable for council tax for those last 2 months, however they are asking for full amount, which he never paid as he was on benefits at the time.

Do i have a chance of getting CT lowered for those 2 months as he was on an IR benefit?

Every CTR scheme I have seen only awards a rebate to someone who is liable as a “resident”.  Your client is liable as a non-resident owner- that is outside the scope of CTR.  Only solution here is discretion - Council decides to reduce/waive/write off the bill
