DWP policy on challenging refusals of UC advance payments

Seems a policy is not to hand at present…. answering a written Commons question from 6 October yesterday Damian Hinds said -

’The Department for Work and Pensions has indicated that it will not be possible to answer this question within the usual time period. An answer is being prepared and will be provided as soon as it is available.’

Interesting that they are working on this when they have had, what, oooo, five years or so to think of something?

Apparently, according to Damian Hinds in a written answer yesterday -

It would be highly unlikely for a Universal Credit Full Service new claimant to find themselves ineligible for an advance once they have verified their identity.

PCS Union on health and safety issues in relation to the delivery of advance payment decisions in jobcentres -

It has become clear that the design of UC Full Service means there has been an expectation that decisions for Universal Credit Full Service Advance Payment would be issued by Work Coaches in Jobcentres. This represents a fundamental change to agreed processes as all previous decisions relating to advances, including UC Live Service, have not conditionally been issued face to face.

PCS has made it clear to the employer, nationally, that there are sound reasons why decisions on advances have, in the main, not been delivered face to face. This is due to the potential for these decisions to cause flashpoints between Jobcentre staff and claimants. These may be as a result of adverse decisions where there is no payment for the claimant or where the payment or terms of repayment are not what the claimant was expecting.
