section 13 payments
My LA has a now issued a policy on section 13A Council Tax payments 6 times in the one page policy document states that payments under the section are very rarely or ever likely to be awarded, is that fettering discretion or is it not. I am applying to the lA for a section 13A, should I mention this in my application ???
