2) Therese Coffey and Peter Schofield appeared in front of the committee today.  The transcript isn’t up yet but there were a few points relevant to this thread
- Therese Coffey hinted at a secret policy (i.e. she was unwilling to discuss in public) regarding identifying and supporting vulnerable claimants during managed migration for UC.  She was unwilling to discuss so as not to deter claimants from engaging with migration notices
- DWP are using receipt of ESA as one proxy for vulnerability in the managed migration discovery phase
- as yet there’s no s.23 agreement reached between EHRC and DWP

DWP stated, in their ARA, that a review of the SCP had taken place and that work was being carried out on embedding improvements identified by the review. However, DWP say that the review was not documented in any way.
