Client has been declined CTR (in Scotland) as the Council are not accepting that the benefit he and his partner receives from Holland can be treated the same as ESA (Income related) as seemingly the Scottish Government do not allow this for CTR.

This is despite the fact that the client has been awarded Scottish Child Payment (from the Scottish Government, although only after review) as they have taken the Dutch benefits as equivalent to ESA (IR).

Why would CTR be looked at differently from other benefits. Client has settled status etc

By way of update, client was successful at Council Tax Reduction Review panel review, Dutch WIA benefit should be treated the same at ESA (IR) for CTR purposes.
