Council Tax - definition of a single dwelling

Can anyone point me in the direction of a legal definition of what constitutes a single dwelling for Council Tax purposes.

My cl added an extension to their home so they could have a lodger but the Council have decided that it is not an extension but an ‘annexe’ and as such has its own Council Tax bill.

This is not so much of a problem at present as the lodger has a Council Tax bill in their own name but if that person moves out and no -one else comes in then my cl has been told that the C Tax liability will revert to them and they will be treated as having a second home which they will not only have to pay council tax for but (from April next year)  a 100% premium as well, in effect doubling the Coucil Tax bill.

This is likely to be well over £3000.00 on top of the £2000+ for the main house so it can easily be seen why they want to challenge the rating of the extension as a separate dwelling.
