JSA Premiums and No address

Hi all,

I had a call this morning on our advice line, and I'm stuck trying to find an answer!

Claimant is getting JSA, and using the local Social Security Office as his signing on address. He should also be entitled to enhanced disability premium, but the SSO won't pay it (or the severe disabilty premium) cos he has no address. I've checked the JSA regs and schedule 1, but I can't see any requirement that he must have an address. If they have accepted his claim for JSA using the SSO as his address, I can't see any reason why they won't pay the premiums.

Any suggestions??

I think the answer is in JSA regs schedule 5 para 3. "A claimant who is without accommodation. the applicable amount to him under reg 83(a) (personal allowance) only."
Similar thing for IS in Schedule 7 of IS regs.

A small point - the regulation talks about "without accomodation" not "without address". I'm fairly sure that in the distant past I persuaded IS to pay premiums to someone who had no fixed address but was moving around between friends/relations every few days. The other thing is that any accomodation should be OK - those sleeping rough won't get premiums, but squatters, travellers, etc. should.
