Claiming CA and DLA at same time

I've recently skimmed through something about not now having to make the CA claim immediately the DLA claim is made but I can't remember it and can't find it for the life of me.
Anyone point me in the right direction please ?

Its Reg 2(4)(e) of the The Social Security (Miscellaneous Amendments) (No. 2) Regulations 2006.

See the new DWP guidance - Rightsnet news item 6.4.06 - DMG Memo Vol 1, 06/06 - which says that from 10.4.06

"allow a claim for carer's allowance to be treated as made on the date from which the disabled person is awarded a qualifying benefit, where the carer's allowance claim is made within three months of the date of the decision awarding the qualifying benefit;"
