Urgent request (duplicating post in disability forum) - Does anyone have a copy of CDLA/1596/1996 in which the Commissioner set aside the tribunal's decision for failing to consider whether they should refer to the SoS the question whether the claimant's application for review should be treated as a claim under C&P Regs reg 4(1)?
