Is this a common tactic by the Inland Revenue?

At least if case is closed down the Tax Credits Adjudicators Office can deal with issue.

They have refused to do so far on the basis that the TC complaints procedure has not been exhausted

I have seen similar responses with regards to disputes - where they refuse to look at it again as no additional evidence has been provided (when in fact lots of times it has but has not been considered properly).

Where did the letter come from? Was it one of the new CSSG teams?

I have not heard of it happening with complaints. If this is the first tier complaint, then they should advise you that if you are still not happy you can go to Tier 2 then Adjudicator. Does it mention anything about that?

All that was stated was unless the information is provided we are going to close the complaint. There was no indication of what could be done next if anything.
