I have seen similar responses with regards to disputes - where they refuse to look at it again as no additional evidence has been provided (when in fact lots of times it has but has not been considered properly).
Where did the letter come from? Was it one of the new CSSG teams?
I have not heard of it happening with complaints. If this is the first tier complaint, then they should advise you that if you are still not happy you can go to Tier 2 then Adjudicator. Does it mention anything about that?
