The new money will be paid with the 2004 -05 Winter Fuel Payments ... People who do not get a winter fuel payment will need to claim the one-off payment before 31 March 2005

Hi --

this is our standard information para on the extra £100

*****************************************************************
The details of the extra £100 payment for people over 70 announced by the Chancellor on 17 March are in the Age Related Payments Bill, currently before Parliament.
The payment is a tax-free lump sum of £100 (or £50 to each if both partners in a couple qualify) paid to households with occupants who will have attained the age of 70 by 20 September 2004. It is anticipated that the extra payment will be made at the same time and in addition to the usual winter fuel payment of £200 (£300 for people over 80) for the winter of 2004-2005.
Although the extra £100 was presented by the Chancellor as being related to the increase in Council Tax bills, the payment will be available to anyone who fulfils the qualification rules, regardless of their liability to Council Tax. The payment is tax free and will not affect any other social security benefit or tax credit the person receives.
The payment is not made to people who have been in hospital for 52 weeks, who are in custody or subject to immigration control. A person who has been living in a care home for 12 weeks or over will be entitled to a payment of £50, but only if they do not receive Pension Credit.

*****************************************************************
so simple answer, assuming Bill passes, is that payment will be made in December 2004

just to be clear
our standard info should actually say "attained the age of 70 by 26 September 2004" (the Sunday of that week)
