Could someone confirm for me that a diminishing capital calculation for and IS OP should not take into account housing benefit paid during the period?

This is my reading of the commentary on Reg 13 in Sweet & Maxwell but would love someone to tell me otherwise.

Housing Benefit OP has not been raised yet but is looming large and will not doubt appear after the IS decision.
