Pension Credit for a German Lady

Hi Everyone, i have a German Lady who lived and worked in the UK for 20 years. She has a UK state pension. Due to ongoing abuse with nieghbours and suffering mental torture she decided to go back to Germany. She was receiving PC before she left and told them she was leaving permenently. That was in 2004 andnow she has come back. She has been in the country 2 weeks. She has applied for housing with us (sheltered Housing) but has nothing and is just living on her pension of £80. She is living with some acquantancies but feels she has out lived her welcome and will be literially homeless.
However i know she will be subjected to a waiting period before she can get benefit, but is there anyway around it, such as being a EEA national and already retired, under article 17 of EC. I maybe wrong but she cant wait for 6 months before she can get help with rent as she has no money.
Any help will be greatly appreciated.

You should enquire about permanent residence certification for this person. They should have been automatically entitled after 5 years working in the UK. My understanding of the new legislation means that a person who is retired must be self-sufficient and not access social assistance.
