Disgruntled employee or state secret...?

I spoke to a client today who has been on the high rate of both components of DLA for 10 years. It was recently entirely removed on renewal.

The client told me that the helpline adviser said that "5000 people had had their benefit cut off as the war has to be funded somehow - just ask for a reconsideration".

Is this the war between Sec of State and claimants or is there another war going on somewhere?
