Carers allowance and notional pension income

Client is a woman over 60 who has deferred her retirement pension and gets Carers Allowance. She has just applied for Pension Credit backdated 3 months. She will have notional income equal to the pension she could take (after taking lump sum option), but will the CA also be taken as income? Seems unfair because if she had taken the pension it would have overlapped with the CA.

It is only the difference that counts - see Reg 18(1CB) of the State Pension Credit regs
