Independent Living Fund (ILF)

HI i was wondering if anyone can confirm this for me. I have a friend who used to live in a care home which has now de-registered. Therefore he is now has an occupancy agreement which is confusing me!
Before he could not access the fund because it was residential accomadation but now this is not the case. He does not have a tenancy but has an occupancy agreement, will his accomadation status affect his right to apply to the ILF. I think he should apply as he is no longer in residential care but not sure of his status as techanily he is not a tenant? Does that make sense?
any pointers will be greatly appriecated

Only relevant criteria is that they must be expecting to live for at least six months 'in the comunity' which might be OK. However ILF have toughened up their other criteria from this week - must be getting care package from LA of £320pw, must be on DLA HRCC, priority being given to people in work.
