Should CA arrears be treated as income for HB?

My cl got a notice awarding her CA in Sept. It was backdated to March so she was paid a lump sum of arrears and the CA was paid weekly as from Sept. When looking at her HB calcs I noticed that HB had added CA as income from March, even though she wasn't in receipt of weekly CA payments until Sept. I know some benefit arrears are ignored as income but I can't see CA on the list. Can anyone advise? HB also added CP from March - which is fine.

Arrears of carers allowance are not ignored and will be taken into account from when awarded, so the decision in this case is correct.

the carer's premium should be awarded back to the date of the CA award though: reg 4(7B) of HB (decisions and appeals) regs allow the HB award to be revised from date CA awarded.
