Change in declaration/claim rules

Is the change to reg 11 in the ammendment regs in the news section just codifying what already happens? Seems that the change is that where a declaration is made within 30 days of being told payments would stop because the declaration was not made in time the new award will be from the beginning of the tax year. I don't do much tax credits but I think Victoria and others have mentioned this in the past.

I have mentioned the 30 day rule many times on here. It has always been in the guidance, so this looks like they are putting it in regs which I think is a good thing.

The problem remains when the helpline tell claimants to make a new claim instead of restoring the old. I have asked a couple of questions about this at the consultation group to clarify who it is that restores the claim. Also there have been some cases where it seems the restore function did not work, I have asked for further details about these as well.

Another problem is defining what properly constitutes 'good cause' for returns made after 31st July or the abovementioned 30 day limit, but before the 31st January.
