4 Week WTC Run On

Having serious problems locally with Income Support and IB JSA refusing claims or initially allowing claims for one week then stopping them due to the WTC 4 weeks run on.

This run on payment is taking months to come through so for 4 weeks they have no income, no HB or CTB and all the hassle of re-claiming / backdating later.

Should it not be ignored and treated as capital as I would have thought it could be classed as arrears given the time they take to pay it after you stop working?

The CPAG handbook thinks your right. See page 921.

I haven't yet come across any WTC run-on issues, but why are the TCO stopping the award and giving the payment letter? Surely they should just implement the reported CoC four weeks after the date of the change...?

Worth a complaint maybe?

The change of circs date seems to be still entered as normal, and then the 4 week run on taken from that date.

It was being done manually - so that was causing the delays in getting giros out to people. I haven't heard anything to the contrary as to whether it is now automated.

At a guess, I think the reason it has to be done this way would be for overpayments or maybe compliance reasons because the actual date of change is what is relevant for these purposes rather than the end of the 4 week run on date?
