Paragraph 61856 of the Decision Maker's Guide now says:
'Days of admission and discharge and leaving and returning from leave or holiday are days in certain accommodation (i.e. LA-funded care). These days should be treated as days in certain accommodation when calculating the 28(84) day linking period.'
This appears to have been amended in June and would seem to have profound implications for anyone having regular periods of respite care, as it is the opposite of the longstanding approach of treating the days of entering and leaving care as days at home.
I can't find a reference to this change anywhere. Have I understood it correctly? Does anyone know where it has come from?
