ccg and noise insulation

My client's health is suffering due to noisy neighbours and has a letter from his GP to prove it. I thought of a CCG for noise insulation might help as a transfer is unlikely.Would such isulation be seen as an excluded item?

A. Why is a transfer unlikely.You should get specialist advice.

B.It is likely to be excluded again see a specialist housing advisor as landlord may do work as alternative to a transfer.
