Transformation Budget

A client today enquired a transformation budget that he has been told he can apply to the LA for based on his DLA award (HRC-LRM) I have a feeling he means independent living fund. However I would like to know if anyone else has heard of this at all?

Not heard of that term before. There are social services direct payments of course paid direct to service users to pay for their own care. These have been transformed radically over the last couple of years, under personalization (called personal budgets), to increase personal choice. For, example a service user was given direct payments to pay for a season ticket for a carer to accompany him to his local team’s home games.

And, of course there is ILF. Unfortunately the criteria for ILF changed last month and the fund is not accepting new applications from anyone not in employment.

Hi

DLA high rate care gives access to apply to the Independent Living Fund. However, in this case it is probably referring to personalisation or individual budgets in Adult Social care. Basically people have the right to choose and have a budget to pay for social care services subject to satisfying the criteria of assessment for need for social care services. They do not have to buy in from the LA. Your client is being told that they can apply for a community care assessment.

This sounds like a name for what is also known as ‘the right to control’, introduced under Welfare Reform Act 2009 Part 2 "... to enable disabled people aged 18 or over to have greater choice and control over the way certain services are provided to or for them by defined public authorities. The section does not create a right to control. Thanks to all. It turns out that it was the transformation team at the LA and the client got confused they will helpd with managing his affairs etc.
