NHS treatment and A8 EEA persons

Not sure if this counts as a benefit issue BUT my colleague had the following case and we're both stumped by it :

Husband is Polish national. Lived in UK for 2 years, on workers registration scheme for the whole period. Wife, also Polish national, joined him 1 month prior to giving birth, has no history of work in the UK.

Wife gave birth in NHS hospital and is now being charged £2000 for this treatment.

Does she have a right to free NHS treatment ? (Or are there any arguemnts worth pursuing for this ?).
