TCO fax number a security risk

We tel TCO to ask for the fax number of section dealing so we could send clients authority and letter about issue. We were advised that IR can't give out fax no's because of the security risk. Hmmm how do you enclose anthrax with a fax? And I thought I'd heard every excuse for non-cooperation going!

The issue.... client was on IS/CTC. started work again and completed new TC claim form to claim WTC. IR refuse to accept this as notification of a change of circs despite TC(C&N)Regs 20 & 22. Why is a letter/tel notification OK but not info on a claim form???
He received a decision notice following his application which read:-

"we are sorry to tell you that you do not qualify for tax credits for the following reason(s).
REJECTING AWAITING AWRD ISS CONT+UPDATED. TPO4/3 TW."

Is TC the responsibility of Gordon Brown or Franz Kafka?

I don't know that this is just an IR thing, I was told by the ICB that they cannot tell us the deadlines by which a client needs to return a form because this is a security risk. Apparently the client should know, so if you ask then you can't really be in contact with the client...
Client cannot work in part due to memory problems. ICB just said he should have an appointee.
It clearly is not a security risk, they just want to stop people leaving the forms to the last minute.
IR are awful about security - they won't do a verbal security check with the help of an interpretter, because apparently asking "what is your national insurance number" is giving the interpretter information on the case and breaking the data protection act.
(Sorry - I know I'm ranting)

TCO told us they will accept faxed authorities on 01772 235119.
