Estonia - RTR A8 and all that stuff HELP!!!!

Can someone help please. I have been out of the loop with all the A8 /A2 nationals and RTR and recourse to funds and registered workers and Im getting in a muddle.
I have a lady who is from Estonia, been here for 3yrs, working and has a NINO. Now sick....employer is willing to pay sick pay, (not sure if this is SSP or not)
Can she claim....IB?.....top up from IS?
Does she have RTR?
Can some explain in plain, uncomplicated terms for me?
